On July 1, Facebook silently removed the 20 percent text rule required for Page Cover Images from its page guidelines. However, the 20 percent rule for Cover Images remains in two sections of Facebook Help. It’s possible that these sections haven’t been updated to reflect the change yet.
In Facebook Help the sections are:
- What are the guidelines for my page’s cover photo? The answer still says “cover photos must not include images with more than 20 percent text.”
- Text in images – it still says, “… may not include more than 20 percent text in the image… … this applies to… … the cover photo of your page.”
